  • Huawei: A Year and Beyond

    [Shenzhen, China, May 18, 2020] Huawei held its 17th annual Global Analyst Summit in Shenzhen, both onsite and online. At the event, Huawei was joined by over 2,000 analysts, key opinion leaders, and media representatives from a range of industries, including telecoms, the Internet, and finance.     ICT infrastructure is the foundation of the intelligent world. By 2025, the digital economy will represent an industry worth 23 trillion US dollars. The ICT industry still has great potential.     துவக்க நிலையில் உள்ள நிறுவனங்களின் சூழலையும், சிறு, குறு, நடுத்தரத் தொழில் நிறுவனங்களையும் ,கோவிட்-19 நோய் எவ்வாறு பாதித்துள்ளது என்பது குறித்து, இந்தியாவில் பெண் தொழில் முனைவோர் சங்கப் பிரதிநிதிகள் (ALEAP) மற்றும் பொழுதுபோக்குத் துறையைச் சேர்ந்த நடிப்புத்துறை கலைஞர்கள் மற்றும் தொழில்நுட்ப சேவை வழங்குவோருடனும் காணொளி மாநாட்டின் மூலம் திரு கட்காரி கலந்துரையாடினார். பிரபல பாடகர்கள் திரு. சோனு நிகம், திரு.நிதின் மிகேஷ், திரு.தலாத் அசீஸ் ஆகியோர் உட்பட பலர் இம்மாநாட்டில் பங்கேற்றனர்.

    திரு. கட்காரி, பொழுதுபோக்குத் துறையை மேலும் முறைப்படுத்த வேண்டியதன் அவசியத்தை வலியுறுத்தினார். சிறு, குறு, நடுத்தரத் தொழில் நிறுவனங்கள் அமைச்சகத்தின் பல்வேறு திட்டங்கள் மூலம் பயனடையும் வகையில், அவை சிறு, குறு, நடுத்தரத் தொழில் நிறுவனங்களாக, தங்களைப் பதிவு செய்து கொள்ளலாம் என்று அவர் ஆலோசனை தெரிவித்தார்.

    பிரதிநிதிகளின் வினாக்களுக்குப் பதிலளித்த திரு கட்காரி, அவர்களுக்கு, அரசு, அனைத்து உதவிகளையும் அளிக்கும் என்று உறுதியளித்தார். அவர்களின் பிரச்சினைகள் குறித்து சம்பந்தப்பட்ட துறைகளுடன் கலந்தாலோசிப்பதாகவும் அவர் தெரிவித்தார்.

  • All Stakeholders Must Adopt an Integrated Approach to Come over the Crisis: Shri Nitin Gadkari

    Union Minister for MSME and Road Transport and Highways, Shri Nitin Gadkari today interacted via video conferencing with the representatives of Dalit Indian Chamber of Commerce & Industry (DICCI) on impact of COVID-19 on MSMEs owned by SC-ST entrepreneurs. During this interaction, the representatives of DICCI expressed concerns regarding various challenges being faced by SC-ST MSMEs amid COVID-19 pandemic along with few suggestions and requested support from the government to keep the sector afloat. 

    Shri Gadkari called upon the industry that it is needed to be ensured by industries that necessary preventive measures are taken to prevent the spread of COVID-19. He emphasized on usage of PPE (Masks, sanitizer etc.) and advised to maintain social distancing norms during business operations.

    The Union Minister mentioned that there is need to focus on export enhancement as well as import substitution to replace foreign imports with domestic production. He added that industry should focus more on innovation, entrepreneurship, science and technology, research skill and experiences to convert the knowledge into wealth. He further said that in order to gain competitiveness in the international markets, the industry must focus on reducing logistic cost, capital cost, power and production cost without compromising with the quality.

    The Minister recalled that Government of Japan has offered special package to its industries for taking out Japanese investments from China and move elsewhere. He opined that it is an opportunity for India which should be grabbed. 

    He further mentioned that work on Green Express Highway has already started, and this is an opportunity for industry to make future investments in industrial clusters, logistics parks equipped with state-of-art technology. He opined that there is a need to expand the horizon of industrial cluster in areas other than metro cities and urged industries for participation. 

    Some of the major issues highlighted by the DICCI and the suggestions given support SC-ST entrepreneurs included: further extension of moratorium, additional GST exemption, enhance working capital loan limit, easy access to credit, inclusion of service sector in Special Credit Linked Capital Subsidy Scheme, decentralization of industries etc.

    Shri Gadkari responded to the questions from representatives and assured all possible help from the government. He informed that he would take up the issues with related departments. He mentioned said that all stakeholders must adopt an integrated approach to come over the crisis and urged the industry to have a positive attitude during this time to tide over this crisis.​

    Shri Nitin Gadkari had also addressed a webinar yesterday on e-unveiling of FLO Compendium of 100 Successful Women Entrepreneurs in MSME, organized by FICCI Ladies Organisation (FLO) where issues pertaining to women entrepreneurs were discussed and their suggestions were noted.

    SEARCH FOR SOLUTIONS TO COVID-19 FROM AYUSH HEALTHCARE DISCIPLINES

    The Ministry of AYUSH has announced a mechanism to support short-term research projects for evaluating the impact of AYUSH interventions/ medicines in the prophylaxis and clinical management of COVID-19.

    Hospitals/Institutions involved in the management of COVID-19 cases have been invited to participate in this scheme which falls under the extramural (i.e., for those from outside the AYUSH Ministry establishment) research category. The proposals should be related to evaluating the role and impact of AYUSH interventions/medicines in the prophylaxis and clinical management of SARS-CoV-2 infection and COVID-19 disease.

    Project proposals of a maximum of six months duration with Institutional Ethics Committee (IEC) clearance will be considered for support up to Rs. 10.00 lakhs to meet the expenditure on engaging AYUSH clinicians, technical manpower, laboratory investigations and related contingencies.

  • Closing the data divide: the need for open data

    Today, Microsoft is launching an Open Data Campaign to help address the looming “data divide” and help organizations of all sizes to realize the benefits of data and the new technologies it powers. We believe everyone can benefit from opening, sharing and collaborating around data to make better decisions, improve efficiency and even help tackle some of the world’s most pressing societal challenges.

    The goal of our campaign is to advance a much-needed discussion about how the world uses and shares data. To start, today we’re announcing three steps:

    • First, we’re publishing new principles that will guide how Microsoft itself approaches sharing our data with others.
    • Second, we’re committing to take action by developing 20 new collaborations built around shared data by 2022. This includes work with leading organizations in the open data movement like the Open Data Institute and The Governance Lab (GovLab) at the New York University Tandon School of Engineering. And we’ll seek to lead by example by making our Microsoft social impact initiatives “open by default,” beginning with sharing data on broadband access from our Airband initiative and combining it with data from others to help accelerate improvements in broadband connectivity.
    • Finally, we’ll invest in the essential assets that will make data sharing easier, including the required tools, frameworks and templates.

    In recent months, we’ve again seen the benefits that better data sharing can bring not just for companies and other organizations, but also in tackling the world’s biggest challenges. From climate change to the COVID-19 pandemic, it is clear that data plays a critical role in helping us understand these challenges and in addressing them. To fully realize the benefit of data, we need to develop the ability to share data across organizational boundaries in a way that is safe and secure, and allows the data to be used effectively.  If ever there was a time to accelerate the world’s efforts around open data, it is now. We hope our steps today can contribute to these efforts. We’re committed to the cause, and to learning from and working with others.

    What do we mean by the “data divide” and why now?

    Despite the enormous growth in data and AI, both are increasingly concentrated in the hands of a small number of companies. Indeed, fewer than 100 companies now collect more than 50% of the data generated by online interactions (based on analysis of similarweb.com, appfigures.com and alexa.com) and around half of all people with technical AI skills work in the technology sector (according to figures from LinkedIn). Not surprisingly, these businesses are then able to reap the enormous benefits of data and AI while others are left at a disadvantage. This data divide poses a serious challenge for society and, if left unaddressed, could lead to huge economic power flowing to just a few countries and companies. Based on current trends, for example, PWC predicts that around 70% of the economic value generated by AI will accrue to just two countries: the USA and China. But we do not believe that an ever-growing data divide is inevitable. By doing more to open up and share data, organizations can unlock value, share expertise and make data more useful for all, allowing everyone to benefit in ways they are not able to by going it alone. By acting now and joining together, more civil society organizations, governments and businesses of all sizes will be able to realize the full value of data.

    Charting a principled course

    To help guide our own efforts on open data, we are adopting a set of principles to inform how we at Microsoft open and share data in a responsible way. We’ve learned through our work on protecting privacy, responsible AI and sustainability that it is valuable to define a clear set of principles when engaging with important and complex societal issues. We hope these principles will inform the broader conversation on open data and that others can build on and improve them. The five principles that will guide our contributions to trusted data collaboration are:

    • Open – We will work to make data that is relevant to important social problems as open as possible, including by contributing open data ourselves
    • Usable – We will invest in creating new technologies and tools, governance mechanisms and policies to make data more usable for everyone
    • Empowering – We will help organizations generate value from their data according to their choices, and develop their AI talent to use data effectively and independently
    • Secure – We will employ security controls to ensure data collaboration is operationally secure where it is desired
    • Private – We will help organizations to protect individuals’ privacy in data-sharing collaborations that involve personally identifiable information

    Each of these principles is important. However, as has become clear to us in our work in this area, one stands out as the most challenging but vital key to success: the need to make data more usable. Unless organizations are able to collect and categorize data in a standardized way, they will not be able to aggregate and analyze it in a manner that produces the transformative insights that shared data has the potential to unlock.

    Committing to new collaborations

    In addition to charting a principled course, we believe success will depend on building deep collaborations with others from across industry, government and civil society around the world. We want to try and lead by example and do more to learn firsthand about the challenges and solutions around open data. To this end, Microsoft is committing to launching 20 data collaborations by 2022, building partnerships to tackle the major challenges of our time. To help seed these collaborations, Microsoft will make its social impact initiatives “open by default” and explore whether our data related to initiatives such as Airband, AI for Good and our work on sustainability and accessibility might be able to be opened up and built on to help solve major challenges. We are excited to be partnering with the Open Data Institute in this effort, working together to develop our initial collaborations and share the lessons we learn with others so that they may also benefit. Our initial work will focus on:

    • Tackling connectivity challenges: Microsoft is publishing under open agreement on GitHub a small, but important, dataset around broadband usage in the United States, gathered as part of our Airband Initiative. We will be working with the Open Data Institute and BroadbandNow, a company that help consumers find broadband access in the U.S. to add to this dataset to help improve broadband availability. The BroadbandNow dataset provides county-level pricing and competition data.
    • Addressing COVID-19: As one of the most pressing challenges today, we will contribute to the work being done to use data to address the COVID-19 crisis. This includes expanding work Microsoft is doing with partner Adaptive Biotechnologies to decode how the immune system responds to COVID-19 and share research findings via an open data access portal for any researcher to use in the fight against the pandemic. More broadly, Microsoft has also built a COVID-19 tracker on our Bing search engine and is releasing aggregated data to those in academia and research. We are also working with GitHub, which is hosting a range of collaborative COVID-19 projects, including open source software, hardware designs, models and many leading COVID-19 datasets.
    • Helping cities collaborate around data: Microsoft will partner with Arup and the Oliver Wyman Forum on the London Data Commission, an open data initiative run by London First working with the Greater London Authority and others, to lead a data collaboration project around city-based data that can help address social and economic challenges in London.
    • Helping governments collaborate around data: To help governments better open up and collaborate around data, we will co-launch the Open Data Policy Lab with The GovLab at NYU. The Lab will provide a live repository of best practices and resources with a focus on: 1) analysis, in the form of comparative research of data initiatives that contribute to economic development; 2) guidance, to include toolkits, frameworks and best practices to support data sharing and data-driven decision-making; 3) community, of data stewards and other data stakeholders within the public and private sectors; and 4) action, to implement proof-of-concept initiatives.
    • Advancing data-driven healthcare: This work will enable the first global data collaborative to improve cardiovascular health, bringing together data from a range of sources to help address one of the world’s leading causes of death. Microsoft is working with the Novartis Foundation, Apollo Hospitals in India and Coala Life in Sweden to consolidate their respective cardiovascular datasets from hospitals and primary-care centers around the world. The collaborative aims to further develop and use the leading cardiovascular AI tool – AICVD Risk Score, created by Apollo Hospitals – to accelerate the use of data-driven decisions in tackling cardiovascular disease and informing the direction of health policy.

    Making data sharing easier and safer

    If data is open and available but unusable, it serves little to no purpose. We are therefore committing to helping tackle the problems created by the lack of easy-to-use tools and frameworks for sharing data to ensure that we are able to help make data more usable. One big challenge we have seen in our work on data sharing and the analysis we’ve been doing to help fight the COVID-19 crisis is the difficulty around inconsistent data collection. Currently, data is collected in a variety of different formats and document types – some in Word documents, some in PDFs, some in spreadsheets, some still on paper. This makes it all but impossible to share and aggregate data in a way that is valuable and provides a huge barrier to collaboration. The campaign will work to address this challenge and also continue our work to develop scalable tools that any organization can utilize, reducing the friction around sharing.

    In this work, there are valuable lessons to be taken from the world of open source software. While there are important differences between data and code, particularly around the steps needed to address privacy and security considerations when dealing with data, our experience with open source provides us with insights for enabling successful collaboration. A priority will be continuing our work on open data use agreements, providing templates that anyone can use to easily share data and continue to build on the governance, licensing and legal tools provided on the Open Data Campaign microsite. We will also continue to advance our work on differential privacy with Harvard’s IQSS, providing tools to allow people to extract useful insights from datasets in a way that safeguards the privacy of individuals.

    Closing the data divide is a big challenge. But the benefits for organizations of all sizes, and the broader community are significant if we can work together to make progress on open data. We’re committed to making our contribution, and we look forward to working with, and learning from, others so that everyone can realize the benefits of data.

  • MNRE extends effective date for implementation of Approved Lists of Models and Manufacturers of Solar PV Modules and Solar PV Cells by six months to 30.09-2020

    Ministry of New and Renewable Energy

    Ministry of New &Renewable Energy(MNRE)has recently issued office memorandum extending the effective dates for implementation of Approved Lists of Models & Manufacturers (ALMM) for Solar PV modulesand Solar PV cells to 30th September 2020, which was earlier 31.03.2020, due to COVID-19 pandemic.

    With the objective of building energy security for the country and ensuring reliability of Solar PV Cells and Modules, the Ministry of New & Renewable Energy (MNRE) had issued Order dated 02.01.2019 regarding Approved List of Models & Manufacturers (ALMM) for Solar PV cells & modules, providing for enlistment of models and manufacturers of solar PV cells and modules, complying with the BIS Standards, in ALMM List-I (for solar PV modules) & ALMM List-II (for solar PV Cells). This mechanism proposed to have List-I specifying models and manufacturers of Solar PV models and List-II specifying models and manufacturers of Solar PV Cells.

    The ALMM Order stipulates that after effective date, all Solar PV Power Projects which are Government owned / Government assisted / bid out as per Central Govt’s Standard Bidding Guidelines, shall mandatorily procurer solar PV cells and modules for such projects from the manufacturers approved and included in the ALMM Lists after effective date.

    MNRE has been consistently directing all implementing agencies (of Central & State Governments) to explicitly, upfront, include clauses in their tender documents regarding mandatory requirement of procuring solar PV cells and modules only from the ALMM Lists, once the ALMM lists become effective.

    MNRE has re-iterated that all stakeholders including solar PV cells and modules manufactures, renewable energy (RE) power developers, implementing agencies and RE power procurers, and most importantly banks & financial institutions involved in lending to RE sector, align their activities in order to comply with for strict compliance with Order dated 02.01.2019 regarding Approved List of Models & Manufacturers (ALMM) for Solar PV cells & modules.

    Dallas, Texas – Nokia today announced that it is working with U.S. Cellular to boost capacity in several markets, including the Northwest Region of the U.S., where networks are experiencing increased traffic demand due to COVID-19. Additionally, U.S. Cellular and Nokia are helping protect customers from an onslaught of malware related to the pandemic aimed at stealing personal data.
                                                                                                                                      
    The massive movement of people out of their offices, schools and public spaces and into their homes has created an unprecedented surge in mobility and broadband network traffic. To help ensure networks can meet this growing demand, the FCC has granted a 60-day temporary spectrum license to U.S. Cellular and other service providers across the country.

    Together, Nokia and U.S. Cellular have deployed this additional spectrum to boost connectivity for U.S. Cellular customers in markets impacted by COVID-19. The temporary spectrum, which is licensed to Advantage Spectrum in the AWS-3 Band, was integrated remotely on Nokia Airscale Radio Access Network (RAN), bringing increased network capacity to 250 sites in parts of California, Oregon, Washington and Wisconsin.

    In addition to keeping customers connected, U.S. Cellular is relying on Nokia’s Endpoint Security solutions to detect new and established forms of malware related to COVID-19. Trojans and ransomware masquerading as popular virus outbreak location maps, as well as new apps pretending to locate medical masks, increasingly threaten to proliferate on end-user devices.

    Nokia’s NetGuard Endpoint Security allows service providers to detect malware across multiple device types and act proactively to minimize its impact. The solution gives U.S. Cellular detailed visibility into exactly which of their customers’ devices are affected, the specific type of malware being downloaded, and the malware’s overall threat level so their security operations and customer care staff can act accordingly.

    SEATTLE, April 15, 2020 – The Bill & Melinda Gates Foundation today announced an expansion of its funding for the global response to COVID-19. The increase includes an additional $150 million of grant funding plus a commitment to leverage the resources of the foundation’s Strategic Investment Fund, which could be deployed to catalyze the rapid procurement of essential medical supplies and help life sciences companies secure financing to produce COVID-19 products. In announcing the funding, the foundation called on world leaders to unite in a global response to COVID-19 to ensure equitable access to diagnostics, treatments, and vaccines.

    “It is increasingly clear that the world’s response to this pandemic will not be effective unless it is also equitable,” said Gates Foundation co-chair Melinda Gates. “We have a responsibility to meet this global crisis with global solidarity. In addition to contributing to the development of diagnostics, therapeutics, and vaccines, these funds will support efforts against COVID-19 in low-and-middle-income countries, where local leaders and healthcare workers are doing heroic work to protect vulnerable communities and slow the spread of the disease.”

    The foundation’s new $150 million commitment will fund the development of diagnostics, therapeutics, and vaccines, as well as new efforts to provide partners in Africa and South Asia with resources to scale their COVID-19 detection, treatment, and isolation efforts.

    The foundation will also leverage a portion of its $2.5 billion Strategic Investment Fund, which uses a suite of financial tools to address market failures and incentivize private enterprise to develop affordable and accessible health products. These funds, which can include equity investments, loans, and volume guarantees, will be used to help health systems in low- and middle-income countries (LMICs) facilitate the rapid procurement of personal protective equipment for health care workers, COVID-19 diagnostics, oxygen therapeutics, and other essential medical supplies. Any financial returns generated by the Strategic Investment Fund are re-invested in Gates Foundation philanthropic programs.

    The funding announced today builds on the $100 million the foundation has committed to date to support the global response, as well as $5 million in resources to support public health agencies and frontline response organizations in the greater Seattle region. Initial foundation funding has helped to kick-start the search for COVID-19 diagnostics, therapeutics, and vaccines; enhanced virus detection capacity in Africa; and contributed to the response in China. The foundation has also directed its programmatic technical expertise to support multilateral, national, and sub-national responses to the pandemic.

    “COVID-19 doesn’t obey border laws. Even if most countries succeed in slowing the disease over the next few months, the virus could return if the pandemic remains severe enough elsewhere,” said foundation co-chair Bill Gates. “The world community must understand that so long as COVID-19 is somewhere, we need to act as if it were everywhere. Beating this pandemic will require an unprecedented level of international funding and cooperation.”

    While there is not yet global consensus on the total resources required to turn back COVID-19, the figure is more than any one contributor will bear. A coordinated, international effort bringing together all sectors will be required to mobilize the billions in funding needed in the months ahead. Institutions such as the Coalition for Epidemic Preparedness Innovations (CEPI) and Gavi, The Vaccine Alliance are in place to coordinate the development and delivery of COVID-19 vaccines, but they require an influx of new resources to do so. Other organizations such as the World Health Organization (WHO), national governments, and private companies will need to be involved in funding the at-risk manufacturing of vaccine candidates and deciding how to ensure equitable access to essential products for populations worldwide.

    “This pandemic has unleashed an extraordinary philanthropic response. While significant, it is still only one small part of what must be a coordinated effort to beat this global crisis,” said foundation CEO Mark Suzman. “Philanthropy cannot—and should not—supplant the public and private sectors. What philanthropy is good at is testing out ideas that might not otherwise get tried, so governments and businesses can then take on the successful ones. With all sectors working together, we can avoid the worst-case scenarios of human, economic, and social costs.”

    In announcing its new $150 million commitment, the foundation identified four priority areas for investment:

    Accelerating Virus Detection

    The foundation will provide partners in sub-Saharan Africa and South Asia with funding to scale their COVID-19 detection, treatment, and isolation efforts. In some countries, this will include leveraging emergency operations centers normally deployed to support polio eradication and malaria elimination efforts toward COVID-19 detection.

    Protecting the Most Vulnerable

    Foundation funding will help partners in sub-Saharan Africa and South Asia pilot different approaches to physical distancing and infection suppression in settings where stay-at-home policies and other physical distancing strategies may not be practical. The goal will be to identify infection suppression strategies that can be effectively sustained over time with minimal social and economic disruption. A key focus will be building on lessons learned from two decades of experience in implementing infectious disease prevention programs, specifically the importance of community-designed and community-led engagement efforts.

    The foundation is also considering gender equality issues in its response, and it will support research into the differential health, economic, and social impacts of the pandemic on women and girls in LMICs. This will help to inform the foundation’s short-, medium-, and long-term policy response to the pandemic and global policy responses. This effort will build on the foundation’s existing work to improve gender data by designing and implementing gender-specific metrics and surveys to capture data that reflects the experiences of women and girls.

    Minimizing Social and Economic Impact

    The foundation will provide non-medical funding to help LMICs strengthen social and economic support for people who are living in extreme poverty or who are at risk of falling back into extreme poverty due to the COVID-19 pandemic. Sub-Saharan Africa and South Asia together account for 85 percent of the 629 million people around the world who live on less than $1.90 per day, and past pandemics have had a disproportionate impact on people who cannot afford adequate nutrition, safe sanitation, and quality housing. People living in extreme poverty are also less likely to be able to practice physical distancing because they cannot afford to stop working.

    The foundation will work with partners to help expand access to social payment systems to communities that are most at risk of serious social and economic disruption due to public health measures undertaken to suppress COVID-19 transmission.

    Develop Products for a Sustained Response

    The foundation will continue to invest in efforts to accelerate the development of diagnostics, therapeutics, and vaccines for the COVID-19 response while working with governments, the private sector, and multilateral institutions to ensure scaled manufacturing and the equitable procurement and distribution of these products as they become available.

    This work will include efforts to develop affordable and accessible point-of-care diagnostics, as well as support for the development of treatments and vaccines whose production can be quickly scaled once clinical trials have demonstrated their safety and efficacy. The foundation has committed to working with governments, CEPI, and the private sector to help provide financing for the at-risk enhancement of vaccine manufacturing capacity. This will allow the production of vaccine candidates so that global vaccine supply can be quickly scaled once clinical trial results are available.

    The foundation will work with national governments and international organizations such as the WHO; UNICEF; Gavi; and the Global Fund to Fight AIDS, Tuberculosis and Malaria to ensure that LMICs have equitable access to essential commodities and to ensure that supply and distribution chains are well prepared to facilitate their rapid and widespread delivery to Gavi- and Global Fund-eligible countries.

  • Infosys Foundation Partners With Narayana Health City To Open 100-Bed Quarantine Facility for COVID-19 Patients

    Infosys Foundation, the philanthropic and CSR arm of Infosysand Narayana Health, one of the largest healthcare providers in the country, have announced the launch of a 100-room quarantine facility for COVID-19 patients, in the vicinity of Narayana Health City in Bengaluru, Karnataka. The facility, aimed at serving patients belonging to the economically weaker sections of the society, will accommodate patients, offer regular monitoring by doctors, nurses, and provide essential medication, free of cost.

    The patients in the isolation facility will be treated and monitored by the doctors and nurses of Narayana Health City. This partnership is another step in the Foundation’s efforts to expand hospital and quarantine facilities and ensure proper medical treatment for patients belonging to the economically weaker sections of the society. Earlier this week, Infosys Foundation announced its commitment of INR 100 crore to help the government with COVID-19 relief efforts.

    Primary focus  Government export promotion schemes/ policies is to refund duties and taxes levied on inputs used in production of export products, reduce cost disability by providing incentives to specified products and improve all-round ease of doing business. Overall thrust is on enhancing competitiveness and growth in exports of all products groups across all destinations. As a result, our export products and destinations are fairly diversified. In Financial Year 2018-19 products were exported to 233 countries/territories covering all big and small trading countries. During this period, we exported products in all the 168 principal commodity groups.

    Government is taking holistic measures to make exports competitive whether it is ensuring access to affordable credit, initiating exporter friendly schemes, promoting districts as export hubs, improving logistics and improving utilisation of Free Trade Agreements (FTAs).

    In order to boost India’s exports, Government has taken several steps, including:

    1. A new Foreign Trade Policy (FTP) 2015-20 was launched on 1st April 2015. The policy, inter alia, rationalised the earlier export promotion schemes and introduced two new schemes, namely Merchandise Exports from India Scheme (MEIS) for improving export of goods   and ‘Services Exports from India Scheme (SEIS)’ for increasing exports of services. Duty credit scrips issued under these schemes were made fully transferable.
    2. Based on Mid-term Review of the FTP 2015-20 undertaken on 5th December, 2017, incentives for labour intensive / MSME sectors were increased by 2%.
    3.  A new Logistics Division was created in the Department of Commerce for integrated development of the logistics sector.  India’s rank in World Bank’s Logistics Performance Index moved up from 54 in 2014 to 44 in 2018.
    4.  Interest Equalization Scheme on pre and post shipment rupee export credit was introduced from 1.4.2015 providing interest equalisation at 3% for labour intensive / MSME sectors. The rate was increased to 5% for MSME sectors with effect from 2.11.2018 and merchant exporters were covered under the scheme with effect from 2.1.2019.
    5. For improving ease of doing business, online issuance of Importer Exporter Codes (IEC), has been started. India’s rank in World Bank ‘Ease of Doing Business’ ranking improved from 142 in 2014 to 63 in 2019 with the rank in ‘trading across borders’ moving up from 122 to 80.
    6.  A new scheme called “Trade Infrastructure for Export Scheme (TIES)” was launched with effect from 1st April 2017 to address the export infrastructure gaps in the country.
    7. (vii) A comprehensive “Agriculture Export Policy” was launched on 6th December, 2018 with an aim to double farmers’ income by 2022 and provide an impetus to agricultural exports.
    8.  (viii) A new scheme called “Transport and Marketing Assistance” (TMA) has been launched for mitigating disadvantage of higher cost of transportation for export of specified agriculture products.

    Bill & Melinda Gates Foundation Commits $5 Million to Help Public Health Agencies in Greater Seattle Area Respond to COVID-19

    SEATTLE March 4, 2020 – The Bill & Melinda Gates Foundation announced today that it will commit an additional $5 million to help public health agencies in the greater Seattle region enhance their capacity to detect novel coronavirus (COVID-19) in King County, Snohomish County and other surrounding communities.

    “Early detection plays an essential role in helping public health authorities identify and treat people with COVID-19, take steps to safely isolate them and reduce transmission within the community,” said Gates Foundation CEO Mark Suzman. “The Gates Foundation deeply appreciates the efforts that local, state, and federal public health authorities have invested in responding to this outbreak, and we are eager to contribute our knowledge and resources to the effort.”

    The foundation will work in coordination with Public Health-Seattle & King County, the Washington State Department of Health, and the U.S. Centers for Disease Control and Prevention to help them enhance their capacity to detect and treat COVID-19 and guide public health efforts to reduce transmission. Part of this effort will explore how the resources of the Seattle Flu Study could be pivoted toward emergency efforts to monitor and respond to COVID-19.

    Originally designed to create a community-wide network to detect infectious disease outbreaks, the Seattle Flu Study explores innovative ways to track the spread of viruses across a large urban area using methods including rapid virus genetic sequencing and mapping chains of transmission.

    The study is led by the Brotman Baty Institute, in collaboration with UW Medicine, The Fred Hutchinson Cancer Research Center, and Seattle Children’s. It was launched in 2018 and has received more than $20 million in funding support from Gates Ventures (the private office of Bill Gates). It operates with technical guidance from the Bill & Melinda Gates Foundation and local and national public health authorities.

    On February 5, the foundation committed up to $100 million to the global effort to respond to COVID-19. This included up to $20 million to accelerate international efforts to control the spread of COVID-19, up to $20 million to help partners in sub-Saharan Africa and South Asia strengthen their response efforts, and up to $60 million to kick-start the development of vaccines and treatments for COVID-19. Today’s $5 million commitment represents funding in addition to the original $100 million commitment.

    “The COVID-19 epidemic reminds us that infectious disease respects no boundaries, and no community is immune to the threat of a global pandemic,” said Suzman. “We can, however, take steps to mitigate the impact of COVID-19 in Seattle and around the world, and we are ready to support these efforts here in our home community.”

    For the first time in more than four years, NASA began accepting applications Monday for future astronauts. Aspiring Moon to Mars explorers have until 11:59 p.m. EDT Tuesday, March 31, to apply.

    “America is closer than any other time in history since the Apollo program to returning astronauts to the Moon. We will send the first woman and next man to the lunar South Pole by 2024, and we need more astronauts to follow suit on the Moon, and then Mars,” said NASA Administrator Jim Bridenstine. “We’re looking for talented men and women from diverse backgrounds and every walk of life to join us in this new era of human exploration that begins with the Artemis program to the Moon. If you have always dreamed of being an astronaut, apply now.”

    NASA expects to select final astronaut candidates in mid-2021 to begin training as the next class of Artemis Generation astronauts. When the agency last sought astronaut candidates, in late 2015, a record-breaking 18,300 people applied. After more than two years of intensive training, 11 new astronauts selected from that pool graduated earlier this year in the first public graduation ceremony the agency has hosted.

    “Becoming an astronaut is no easy task, because being an astronaut is no easy task,” said Steve Koerner, NASA’s director of flight operations and chair of the Astronaut Selection Board at NASA’s Johnson Space Center in Houston. “Those who apply will likely be competing against thousands who have dreamed of and worked toward going to space for as long as they can remember. But somewhere among those applicants are our next astronauts, and we look forward to meeting you.”     

    Since the 1960s, NASA has selected 350 people to train as astronaut candidates for its increasingly challenging missions to explore space. With 48 astronauts in the active astronaut corps, more will be needed to serve as crew aboard spacecraft bound for multiple destinations and propel exploration forward as part of Artemis missions and beyond.

    The basic requirements to apply include United States citizenship and a master’s degree in a STEM field, including engineering, biological science, physical science, computer science, or mathematics, from an accredited institution. The requirement for the master’s degree can also be met by:

    • Two years (36 semester hours or 54 quarter hours) of work toward a Ph.D. program in a related science, technology, engineering or math field;
    • A completed doctor of medicine or doctor of osteopathic medicine degree;
    • Completion (or current enrollment that will result in completion by June 2021) of a nationally or internationally recognized test pilot school program. However, if test pilot school is your only advanced degree, you must also have a bachelor’s degree or higher in a STEM field.

    Candidates also must have at least two years of related, progressively responsible professional experience, or at least 1,000 hours of pilot-in-command time in jet aircraft. Astronaut candidates must pass the NASA long-duration spaceflight physical.

    As part of the application process, applicants will, for the first time, be required to take an online assessment that will require up to two hours to complete.

    After completing training, the new astronauts could launch on American rockets and spacecraft — developed for NASA’s Commercial Crew Program — to live and work aboard the International Space Station, 250 miles above Earth. There they will take part in experiments that benefit life at home and prepare us for the Moon and Mars.

    They also may launch on NASA’s powerful new Space Launch System rocket and Orion spacecraft, docking at the Gateway in lunar orbit before taking a new human landing system to the Moon’s surface. After returning humans to the Moon in 2024, NASA plans to send astronauts to the lunar surface once per year on expeditions and establish sustainable lunar exploration by 2028. Gaining new experiences on and around the Moon will prepare NASA to send the first humans to Mars in the mid-2030s.

    Samsung R&D Institute Bangalore (SRI-B), Samsung’s largest R&D center outside Korea, and Government of Karnataka today announced the launch of ‘Samsung Digital Library’, an initiative aimed at bridging the digital divide and help the Karnataka government fulfil its objective of equal education opportunities for all.

    Samsung Digital Library will be implemented across 100 plus government schools of Karnataka wherein more than 2000 Samsung Galaxy Tab A and “e Education Content along with Training” will benefit nearly 25000 students.

    Samsung Digital Library programme was inaugurated today in the presence of Mr. S Suresh Kumar, Minister of Primary and Secondary Education of Karnataka. Also present at the event were Mr. Heejoon Kang, Chief Financial Officer, SRI-B, and other Samsung executives.

    Mr. S Suresh Kumar, Minister of Primary and Secondary Education, Government of Karnataka, said, “Our focus on strengthening the primary education system will be bolstered through this partnership with Samsung. Students at this age must get an experience of the latest technology to have a holistic development. The Samsung tablets will be an ideal way to engage these kids in an interactive manner and we hope this to be a fulfilling association.”

    At Samsung, education is a cause that is close to our heart. We are committed to help students learn and bridge the digital divide with our new initiative – Samsung Digital Library.     Samsung Digital Library is a new corporate social responsibility initiative that has been introduced by SRI- B. The initiative will focus on providing quality digital knowledge and education in government schools of Karnataka.

    In the first phase of the initiative, 20 tablets per school will be distributed across 50 Government schools of Tumakuru and Ramanagar. Tumakuru is also a ‘Smart City’, and this collaboration will further the government’s initiative towards digital education. The second phase is slated for the month of August this year.

    Samsung has a strong partnership with the state of Karnataka and has been acknowledged for its sustainable efforts to transform the society through multiple initiatives towards community building. Since 2015, the CSR team at SRI-B has been active in carrying out various drives like the Notebook donation drive, building of a new school in Kembodi, solar lantern distribution and many such activities across Karnataka.
